::: Few Achievements of the New Government during the 1^st year :::

RETURN OF FORCIBLY ACQUIRED LAND IN SINGUR

The disputed Singur land has already been taken back by the new Government. `Singur Land Rehabilation & Development Act` has been enacted to retrieve the land forcibly taken from the farmers by the erstwhile Government. The issue is sub-judice now. The Government is making all efforts to resolve the issue at the earliest.

NO MORE FORCIBLE ACQUSITION OF LAND

Government has adopted a new land use policy. There will be no `forcible acquisition of land`.

A Land Bank to ensure better utilization of the land are being formulated by the new Government. A Land Use Map is being prepared.

SUPPORT TO FARMERS TO GROW CROPS

Institutional finance arranged through Kisan Credit Cards at very low interest. Seven Lacs KCCs issued.
20 lac tons higher production of cereals has been achieved than the previous year.
For the first time, more than 20 lac tons of paddy has been produced at Minimum support Price (MSP) against cheque payments to the farmers.

MARKETING SUPPORT

341 Kisan Mandis being created.
341 Cold Stores to be established.
Market promotion of Bengal Aromatic Rice, viz. Gobindabhog, Tulaipanji and other food products are being undertaken within and outside the country. The Standing Committee of Rajya Sabha has recommended to export these rice varieties consequent to the initiatives taken by the Agri. Marketing Deptt.
Through close monitoring and supervision of agricultural market by the Task Force, since October 2011; potato farmers have realized highest ever remunerative price in 2012.
Agriculture produces are being sold through Mother Dairy Booths from farmers to consumers. Farmers are realizing better price while consumers are getting those at reasonable prices.
ARD Department turned around operations of Mother Dairy from a loss of 6 crore to a profit of 1 crore per month.
20,000 persons were helped by Mother Dairy through �self-help group� activity.

BENGAL ATTRACTS INVESTMENT

95,000 crore worth of investment attracted.

IMPROVEMENT IN LAW ENFORCEMENT

Four new police commissionerates have been created.
65 Lady Police Stations planned; 10 already opened.
19 Human Rights Courts in 19 Districts established and 6 CBI Courts established.
With the effective dual strategy adopted by the new Government, violence has decreased substantially in the Jangalmahal areas. The number of violent incidents during June�11 and april�12 has drastically reduced to 13 from 183 during the corresponding period in the previous year.

BETTER HEALTH CARE

34 new Super Speciality Hospitals to be opened.
7 new Health Districts being created � 2 completed.
20 new Health Sick Newborn Care Units opened and 20 more to be opened.
About 3000 beds in hospital have been added.
Medical seats increased by 536.
Tie - up of peripheral hospitals with medical colleges in order to disseminate skills and tertiary care support.

NEW EMPLOYMENT OPPURTUNITIES CREATED

15 crore job days created in MGNREGA.
3 lakh job opportunities created in private sector and industries..85 lakh job opportunities created in Govt. Sector.
Additional 1.25 lakh jobs in Small Scale Industries Sector.
Age eligibility for Govt. jobs enhanced from 32 years to 40 years for General Caste 42 years to 45 years for SCs and STs and 40 years to 43 years for OBC�s.
Employment bank is being created.

WATER RESOURCE DEVELOPMENT

Under �Jal Dharo Jal Bharo� programme, 18500 ponds already excavated. Target has been fixed to excavate 50,000 ponds in 5 years.

IMPROVED POWER GENERATION AND SUPPLY

For the first time the State has experienced round the clock power surplus situation in the summer on sustained basis.

UNPRECEDENTED CARE FOR MINORITIES

10,000 Madrasahs to be recognized
Monthly honorarium of Rs. 2500 to Imams and Rs. 1000 to Muazins to be paid through Wakf Board.
19 new minority Bhavans to be opened in 19 districts.
For A new Haj Tower, 5 acres land has been allotted.
For new campus of the Aliah University , 20 acres has been allotted at Rajarhat.
Minority Scholarship and stipend given to a record number of 17 lakh students involving Rs. 270 crores compared to only 4.1 lakh last year involving Rs 66 crore � a four fold increase.
OBC reservation extended to 33 more sub – categories of minority OBC.

EDUCATIONAL FACILTIES IMPROVED.

1492 new primary schools being opened.
2522 new upper primary schools being established.
1400 schools being upgraded from secondary to higher secondary.

NEW EDUCATIONAL INSTITUTIONS PLANNED
2 new Universities at Cooch Behar and South 24 – Pgs.
Four engineering colleges.
8 general degree colleges.
5 Model Degree Colleges.
98 number of IT IS and 15 number of Polytechnics being opened.

CARE FOR SCs and STs

Average time of issue of Caste Certificates reduced from 2 months to 15 days only.
Record number of SC/ST Caste Certificates issued – over 6 lakh last year compared t0 3.2 lakh during the previous year.
All 19 districts will have new SC/ST Bhavans.

BANDIMUKTI

A State Level Re Review Committee was formed for review of release of political prisoners. The Committee has recommended release of 52 political prisoners out of which, 40 political prisoners have been released. Those cases which were politically motivated, especially in Nandigram and Singur have been identified and recommendation for withdrawal has already been implemented in many cases.
In addition, 42 prisoners who remained behind the bar for more than 18 years, have been released.

CARE FOR HERITAGE WORTHY SONS OF BENGAL AND CULTURE

150th Birth Anniversaries of Kabiguru Rabindranath Tagore and Swami Vivekananda being celebrated in grand scale.
For the first time the new Govt. has recognized the worthy sons of Bengal by facilitating them with Banga Bibhusan , Banga Bhusan, Banga Ratna, Banga Maha Sangeet Samman, Banga Sangeet Samman.
Two new Film Cities being set up at Uttarpara and Siliguri (Debgram).
Technician Studio is being revamped.
The Basumati Press has been revived.
Journalists Benevolent Fund created for distressed Journalists.
Pension for poor and distressed artists created.

E – GOVERNANCE FOR TRANSPERANCY.

The new Govt. has introduced e – governance, e – tendering, e – tax, e – procurement to ensure transparency in Govt. business.
Digitized Ration Cards being introduced.

ENHANCED CARE FOR WOMAN.

50% reservation for women ensured in Panchayati Raj system.
730 days Child Care Leave for woman govt. employees introduced in West Bengal for the first time.

WOMEN & CHILD DEVELOPMENT AND SOCIAL WELFARE

Intensive efforts to fill up vacant posts of other ICDS projects and Anganwadi Centres in the State.
Increasing Honorarium of AWWs from Rs 3850 to Rs 4350 and for AWHs from Rs 2350 to Rs 2850.
Increase amount of scholarship for physically challenged students from Rs 100 to Rs 300 per month, by which nearly 5000 beneficiaries will be benifited

SPECIAL CARE FOR THE POOR AND THE AFFECTED

New night shelters are being opened for urban homeless.
Pattas are being given to landless families.
Lakhs of people being provided shelter and housing under Gitanjali, �Nija Bhoomi nija Griha�, Indira Awas Yojna Housing, BSUP schemes.
In Jangal Mahal Hill area and Aila-affected areas, rice @ Rs. 2/KG is being distributed per person per week.
`Samajik Mukti` cards are being issued for unorganized sector work force.

WELFARE OF LEGAL PRACTITIONERS

New Group Insurance for lawyers introduced.
New lawyers. being given stipend for one year and also book grants.

SPECIAL AREA DEVELOPMENT

For first time, North Bengal Development Department has given record Rs. 200 crore against only Rs. 60 crore last year.

DEVELOPMENT OF SPORTS AND YOUTHS

About 100 sports clubs given grants to develop rural sporting talents and build infrastructural and sporting equipments.
The new wave development in Youth Affairs, Sports and Tourism developments.
The new government has laid emphasis on beautification, plantations of trees for both villages and cities.

DEVELOPMENT OF ROADS

West Bengal State Highway Development Corporation Ltd. has been established for expeditious development and maintenance of roads.
A bridge over river Subarnarekha at Bhasraghat, Nayagram, Paschim Medinipur at Rs. 170 crore is getting constructed and likely to be completed within 2 years.
An elevated corridor (fly over) at of about 1.86 KM on VIP Road from Keshtopur to Joramandir is going to constructed within a period of one and a half year starting from May 2012.
Under Backward Region Grant Fund (BRGF) a total of 141 schemes (of roads and bridges) have been taken up, covering an approximate length of 1770.1 KM in 11 districts at a total cost of Rs. 1474 crore.

PANCHAYAT AND RURAL DEVELOPMENT

Under MANREGA , super performance leading to increased man days � average 33 man days could be created.
Due to initiative of new government, the daily task, i.e. load of soil has been reduced from 98 cft to 66 cft as person under MANREGA.
1154 KM of metal roads connecting 243 habitations and 1 lakh 95 thousand houses have been constructed for rural poor family.
8 lakh house hold latrines constructed.
Qualifying age for old age pension lowered to 60 years.
